Hong Kong is positioning itself as an international education hub, attracting an increasing number of non-local students. As they transition into university life, many of these students encounter distinctive challenges, including language barriers, cultural differences, and unfamiliarity with local systems, which may contribute to stress, social isolation, and reduced engagement. Recent increases in scams specifically targeting non-local students have also heightened concerns regarding their personal safety and overall well-being.

RISE Beyond Boundaries is a holistic support programme established to empower non-local students by enhancing their Resilience, Integration, and Success, with Empowerment serving as the overarching guiding principle. The programme offers targeted support in areas such as anti-scam education, well-being and safety, cultural and social integration, and career readiness. Through personalised guidance and the cultivation of trust, it supports students at all stages of their academic journey, from first-year adjustment to final-year career preparation. By building a strong support network comprising student mentors, alumni, faculty, and staff, RISE Beyond Boundaries fosters an inclusive and supportive environment in which non-local students can thrive academically, socially, and professionally.

香港正積極發展成為國際教育樞紐，吸引愈來愈多非本地學生來港升學。然而，他們在適應大學生活時往往面對語言障礙、文化差異，以及對本地制度和資源的不熟悉，容易感到壓力、孤立無援，並影響學習投入度。 近年針對非本地學生的詐騙案件亦有上升趨勢，社會對他們的人身安全及身心福祉尤為關注。

「超越界限」計劃是一項專為非本地學生而設的全方位支援項目，以「賦權」為核心理念，透過加強非本地學生在「韌性」（Resilience）、「融入」（Integration）及「成功」（Success）三個層面的能力，協助他們在新環境中成長。

計劃提供多元而具針對性的支援，包括反詐騙教育、身心健康與安全支援、文化及社交融入活動，以及職涯規劃與求職準備，協助學生由入學前、中期適應，以至畢業前規劃未來方向。 透過個人化指導和建立互信關係，計劃會在學生整個大學旅程不同階段提供持續陪伴和協助。同時，計劃亦積極建立由學生導師、校友、教師及職員組成的支援網絡，營造具包容性和支持性的學習環境，讓非本地學生在學業、社交與職涯發展各方面充分發揮潛能，真正「超越界限」。
